This month, we are proud to celebrate an incredible milestone as Dr Richard J Fletcher, Principal Associate and Fire & Explosions Expert in our Birmingham office, marks 20 years of service with Hawkins.

Since joining Hawkins in 2006, Richard has investigated more than 1,400 fire and explosion incidents, building a reputation for scientific rigour, impartiality, and technical excellence. His work has spanned everything from domestic fires and large-scale industrial losses to complex personal injury investigations involving fireworks.

Reflecting on his two decades at Hawkins, Richard said:

“I will never forget visiting my first fire scene 20 years ago with a colleague, seeing the destruction caused and then, over the years, learning how to identify the often subtle evidence that assists in determining the origin and cause of a fire. I can’t quite believe that it has been 20 years since I joined Hawkins!”

To mark the occasion, we sat down with Richard to look back on his career so far.

What brought you to Hawkins?

I obtained a BSc in Applied Chemistry from Portsmouth University, followed by a PhD focused on microbial corrosion. After that, I joined a small family-run company in Dorset, where I worked on non-destructive testing techniques, corrosion and materials failures.

While working there, I met and worked alongside Mr Rod Newbury, a former Managing Director of Hawkins, on the investigation of a rail accident. When that project came to an end, I approached Hawkins about potential opportunities, but there were no vacancies at the time. Around a year later, I received a call inviting me to interview for a Fire Investigator position in the Birmingham office. That opportunity ultimately led to what has now been a 20-year career with Hawkins.

How has your role evolved over the last 20 years?

The fundamental principles of fire investigation have not changed and never will. However, it has been fascinating to see how safety legislation has reduced some common causes of fire, such as smoking-related incidents and certain electrical failures.

At the same time, I’ve seen new fire risks emerge, particularly the significant rise in fires involving lithium-ion batteries.

Technology has also transformed the way we work. When I joined, I was fortunate to be given a digital camera while many colleagues were still using film. Smartphones soon followed, giving instant access to emails, and today we use tablets instead of paper. We also have access to drones, which allow us to safely view and document fire scenes from above.

Can you describe a case or moment that stands out as especially meaningful?

In 2012, just six years after joining Hawkins, I attended a fire involving a building approximately 140 metres long and up to 75 metres wide, with around three-quarters of the structure having collapsed. It remains one of the largest fire scenes that I have ever attended.

The investigation dominated the next two-and-a-half years of my career and ultimately resulted in a successful outcome for the insurer involved.

Another memorable experience was assisting with the investigation of an incident in the Channel Tunnel. We had to enter the tunnel at night, travelling on an open-topped service train. It was certainly one of the most unique locations I have ever visited.

I may also be one of the few people who can say they have investigated a fire caused by a medieval-style trebuchet!

John Holland, Regional Director for the Island of Ireland, opened the event with an update on Hawkins’ continued growth and development. He highlighted our recent international expansion into Italy, Abu Dhabi, South Africa, and Australia, as well as the acquisition of A. Lamb Associates (ALA) and its subsidiary, Morham + Brotchie Partnership (M+B). This development strengthens Hawkins’ ability to provide integrated technical, quantum, and delay expertise on a single case, enhancing the service provided to clients.

The presentation centred on a detailed, multi-disciplinary case study, taking attendees through each stage of a complex fire investigation from identifying the origin through to recovery considerations. The scenario explored a fire caused by a defective e-scooter, which spread rapidly through a terrace of converted residential properties, raising important questions around causation, fire spread, liability, and compliance with construction standards.

Ian Stafford, Major and Complex Loss Adjuster at Davies Group, outlined the practical challenges of handling significant losses and emphasised the value of early investigative input. Hawkins fire investigator Jason Buchwitz explained how the origin of the fire was identified and alternative causes eliminated, while structural engineer Killian Walsh explored how shortcomings in fire-stopping contributed to the spread of the fire.

Legal considerations were addressed by Martin Browne of HF (formerly Horwich Farrelly), who discussed potential recovery routes and liability issues. The session concluded with insights from Hawkins’ forensic architect Paul McCaughran, who highlighted design and construction shortcomings that failed to meet building regulation requirements.

The event demonstrated how a coordinated, multidisciplinary approach can effectively resolve complex claims, offering attendees a clear understanding of how expertise across disciplines contributes to determining cause, responsibility, and outcome.

Hawkins was pleased to attend the FUEDI conference in Rotterdam, where Forensic Engineer Jari Capassi delivered an engaging presentation. During the session, Jari highlighted Hawkins’ extensive capabilities in fire investigation, showcasing our multidisciplinary approach in determining the root causes of complex fire incidents, whilst addressing the environmental impact they can also bring.

Every fire releases significant quantities of carbon dioxide (CO₂), toxic gases, soot, and particulate matter into the atmosphere, directly contributing to greenhouse gas emissions, environmental contamination, and global warming.

Traditionally, fire investigations have focused on determining the origin and cause of an incident for legal, insurance, or operational purposes. Today, however, forensic engineering is evolving into something broader: a strategic tool capable of driving loss prevention and reducing the environmental impact of fires.

Every fire investigation provides important technical data. Through the reconstruction of the ignition sequence, the analysis of fire development and spread, and the identification of the mechanisms that allowed escalation, investigators can identify systemic weaknesses within facilities and organisations. These may include:

Furthermore, the integration of forensic investigation and risk engineering enables organisations to develop a more predictive and preventive safety culture.

By identifying recurring failure patterns and maintenance deficiencies, companies can intervene before vulnerabilities evolve into major incidents. In this context, fire investigation becomes an integral part of a broader sustainability strategy.
Dave spent almost 20 years serving as a Police Constable with Humberside Police. After four years, he successfully transferred to the Roads Policing Unit, where remained until leaving the force in 2016. This wide-ranging role involved dealing with offenders and casualties, hazardous materials incidents, vehicle examinations, escorts, operational surveillance and contributing to major national policing operations. Frequently deployed to incidents with limited information, Dave was responsible for managing large and complex scenes, coordinating with partner agencies, witnesses and other involved parties, ensuring incidents were handled correctly to support successful investigations.

Dave sought a change in career and relocated to rural Northumberland, where he ran a local business. Wishing to give back to the community that welcomed him, he joined Northumberland Fire and Rescue Service as a retained firefighter. Once again responding to unpredictable and challenging incidents, Dave applied his operational skills across a wide range of emergency situations.

In July 2020, he successfully applied for specialist training in Fire Investigation. Due to Covid-19 restrictions, this training was delivered in house, allowing Dave to merge his extensive investigative background from policing with his growing technical knowledge of fire behaviour. He quickly developed strong competencies and became an on-call Fire Investigator, attending complex fire scenes across Northumberland. These investigations included domestic, agricultural, industrial, vehicle and wildland fires, some involving fatalities.

In 2023, Dave joined Cleveland Fire Brigade as a full time Fire Investigation Technical Manager. In this role, he led the fire investigation team, coordinated continuing professional development, and developed policies and procedures aligned with national guidance from the Forensic Science Regulator. He also worked closely with Cleveland Police on complex and high-profile fire investigations. Dave has been involved in more than 150 fire investigations and has provided expert testimony in Magistrates’, Crown and Coroners’ Courts on multiple occasions.

Dave joined Hawkins in March 2026 and is an Associate based in our Leeds office.

Fire and explosions specialist Lucy Pinkard was invited to present at the Airmic Island of Ireland Lunch & Learn, where she explored the growing risks posed by lithium‑ion batteries. Her session generated strong interest from attendees keen to understand the science behind these increasingly common devices. Following the event, Lucy expanded on her insights in a published article in Airmic News, offering a clear and accessible explanation of why lithium-ion‑ batteries present such complex challenges for risk professionals.

In her article, Lucy explains that lithium-ion batteries are now embedded in everyday life, powering everything from mobile phones and laptops to electric vehicles, e-bikes and e-scooters. Their high energy density makes them efficient but also potentially hazardous. She describes the phenomenon of thermal runaway, the self-heating process that can cause batteries to vent flammable gases, ignite, explode or release toxic byproducts such as hydrogen fluoride. These incidents, she notes, can result not only from manufacturing defects or design flaws, but also from environmental stress, incompatible chargers, DIY modifications and poor-quality components.

Lucy highlights the dramatic rise in fires linked to personal light electric vehicles (such as e-bikes and e-scooters), referencing data from the Office for Product Safety Standards and the significant increase in callouts recorded by the London Fire Brigade. She also underscores the challenges investigators face when examining fires involving lithium‑ion cells, as battery components can be projected across rooms and secondary fires may obscure the original source of ignition.

Her article stresses that the risk landscape is evolving quickly. She encourages risk professionals to take a proactive approach: identifying hazards early, ensuring that claims and investigations draw on specialist forensic expertise, promoting safe storage and charging practices, monitoring regulatory developments and incorporating battery risks into wider crisis planning. She also notes the potential for deliberate misuse, adding another layer of concern for organisations.

Lucy is an Associate Forensic Investigator and a specialist in fire and explosion investigation, with a background spanning forensic science, policing and academia. She began her career as an Analytical Scientist, before joining Avon and Somerset Constabulary as a Crime Scene Investigator, DNA Laboratory Analyst and Crime Scene Manager, working on major incidents, high-profile cases and arson investigations, and earning a Police commendation. She later completed a Masters in the Forensic Investigation of Explosives and Explosions at Cranfield University, focusing on lithium-ion battery thermal runaway. Lucy now lectures and trains investigators in fire and crime scene disciplines while supporting the development of future forensic scientists. She has investigated a wide range of domestic and commercial fires and is based in Hawkins’ Bristol office.

You can read Lucy’s article on page’s 27-28 in Airmic News Vol.06
