Steven is a Chartered Engineer with a First-Class Master’s degree in Mechanical Engineering from Queen’s University Belfast. He began his career as a Quality Engineer at Montupet UK before moving to Vita Materials as a Technical Engineer. These roles allowed him to develop expertise in manufacturing processes, materials performance, and quality systems within high-precision engineering environments.

Steven joined Forensic Science Northern Ireland (FSNI) as a Forensic Engineer within the Road Traffic Collisions (RTC) team. In this role, he attended the scenes of fatal and serious collisions at the request of the Police Service of Northern Ireland (PSNI), often within hours of the incident while roads remained closed. Steven was responsible for the forensic reconstruction of collisions, from initial scene examination through to providing expert testimony in court. His work involved detailed vehicle and component examinations, analysis of physical evidence, review of digital evidence such as CCTV footage, and consideration of human factors to establish the sequence of events as comprehensively as possible. He also has experience analysing other digital evidence, including tachograph data, event data recorders, and mobile phone GPS data, and is a registered Bosch Crash Data Retrieval (CDR) analyst and technician.

Throughout his career, Steven has investigated a wide range of collision types involving pedestrians, cyclists, motorbikes, heavy goods vehicles, and agricultural vehicles in both urban and rural environments. He regularly liaised with investigative teams, providing advice on forensic strategy, collision dynamics, and evidence interpretation. In addition to his technical expertise, Steven holds full driving licence categories for motorcycles, buses, and heavy goods vehicles. He has authored numerous expert reports and has provided expert testimony in Crown Courts and at Coroners’ Inquests.

Steven joined Hawkins in November 2025 and is an Associate based in our Belfast office.

Adam provides specialist expertise in collision investigation, injury biomechanics, and road safety analysis, alongside experience in video analysis, falls from height, construction injuries, personal injury assessment, and incidents involving various vehicle types. He investigates complex incidents using forensic reconstruction, crashworthiness evaluation, safe‑system analysis and health and safety principles to determine how and why injuries occur.

Adam has over 13 years’ experience in collision and safety research. Before joining Hawkins, he worked at the UK’s Transport Research Laboratory, progressing to Head of Collision Research, where he attended live collision scenes, analysed injury mechanisms and led research into vehicle safety technologies and road safety strategy. He also led the National Highways Fatality Research Programme, winner of the Prince Michael of Kent International Road Safety Award in 2016.

In 2021, he became an Associate Consultant at WSP, advising on safety in the design and operation of major national infrastructure, including the Strategic Road Network and Smart Motorway programmes.

Adam holds a UCPD in Forensic Collison Investigation from De Montfort University, an honours degree in Biomedical Sciences and a master’s degree in Biomechanics from the University of Manchester. He joined Hawkins as an Associate in September 2024 and is based in the London office.

After obtaining his degree with honours, Ian worked as a design engineer for Satchwell. Ian utilised his knowledge of mechanical, electrical and electronic engineering to take a number of projects from concept to manufacture. These projects included the design of microprocessor based control systems, valve actuators and gearboxes. He was also responsible for project planning and the ISO 9001 documentation for each of his designs. In 1999 Ian joined Dr J H Burgoyne & Partners LLP as a Consulting Engineer, where he specialised in the forensic investigation of fires, explosions and engineering incidents. Ian conducted around 400 investigations and was appointed on several occasions to present expert evidence in accordance with Part 35 of the CPR and also for criminal proceedings.

In 2006 Ian joined Hawkins’ office in Reigate, Surrey where he continues to carry out forensic investigations of fires, explosions and engineering incidents. Ian has conducted a wide range of investigations including fires in domestic, commercial and industrial premises, fires in domestic appliances, fires involving electrical distribution equipment, vehicle fires, explosions and escapes of water.

Ian is a Principal Associate in our Reigate office and our Director of IT.

In 2014, Luke completed John DeHaan Theoretical and Practical Fire Investigation courses at Gardiner Associates Training and Research. In 2015, he completed the Fire Science and Fire Investigation course at the University of Edinburgh. Since then, Luke has undertaken over 450 land-based fire investigations. These cases have included small scale incidents to multi-million pound losses. Luke has given presentations and lectures to insurers, lawyers and loss adjusters.

In 2019, Luke completed the IMI (Institute of the Motor Industry) Level 3 Award in Electric/Hybrid Vehicle System Repair and Replacement course.

With his previous experience, Luke is also a member of Hawkins’ International and Shipping Incidents team. Since joining, he has investigated shipping fire and explosions on behalf of P&I Clubs and cargo interests globally. He is currently based in the Cambridge Office, where he is a Principal Associate and Regional Manager.
